When can i take the bandages off my arm post-surgery? (two screws put into fractured elbow)?

You should have scheduled a follow up appointment to see you doctor 1 week after the surgery. Usually that is when the first bandages come off. If you really want to take them off, call the surgeons office and just as them. You really don't want to do it without knowing for sure. Any time you have something placed in the bone there is a greater risk for bad infection and that is why the dressing are usually left on until that first appointment.
