Hair does not grow anymore?

when I was little I had long brown hair (curly). Throughout my life I've cut it, never super short, usually around my shoulders. A year ago I cut my hair and it reached the middle of my neck. It's grown since then, it's now barely over my shoulders. but it's been like this for a while, I've been measuring it and it does not grow anymore. could it be I've cut it so much my hair refuses to grow? Also if this is not the case are there any tips on how to make my hair grow longer.
