I am pretty sure this is hiccuping, but now I am thinking...?

He's got something stuck in his throat and his trying to get it loose. Some horses curl they're upper lip (like mine) when that's the case. And along with the other "symptoms", it sure sounds like it. Make him eat a little slower.
